Position Summary:
We are seeking a highly skilled Senior Human Resources (HR) Specialist to support our client, the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C), in Arlington, VA. This position is contingent upon contract award.
The ideal candidate will be responsible for managing the full employee lifecycle – including recruiting, hiring, onboarding, training, and separation—as well as administering employee benefits. This role requires advanced knowledge of HR policies and regulations, and the ability to advise on complex and sensitive classification matters.
Key Responsibilities:
- Manage the end-to-end employee lifecycle, including recruitment, hiring, onboarding, training, and offboarding.
- Administer employee benefits and support compensation-related processes.

We are seeking a highly experienced Senior Program Analyst with deep expertise in Foreign Military Sales (FMS) to support the U.S. Army’s DASA DE&C office in Arlington, VA. This role involves managing and reviewing complex FMS cases within a defined portfolio of partner nations, ensuring compliance with U.S. policy and long-term sustainment objectives. This is a high-visibility role requiring coordination with senior stakeholders across DoD and the interagency.
Key Responsibilities:
- Conduct detailed reviews of all FMS cases within the assigned country portfolio to assess accuracy, appropriateness, disclosure level, and sustainability.
- Liaise and coordinate across U.S. Army Staff, the Defense Security Cooperation Agency (DSCA), Defense Technology Security Administration (DTSA), Joint Staff, OSD Policy, Geographic Combatant Commands, and the Department of State (DoS).

We are seeking an experienced Senior Technology Transfer Specialist to support the U.S. Army’s efforts in managing the transfer of military and dual-use technologies to foreign partners. This role requires deep knowledge of U.S. export control policies and regulatory frameworks, and the ability to coordinate and staff technology transfer requests across Army organizations. This position is contingent upon contract award.
Key Responsibilities:
· Support the development and coordination of U.S. Army positions on the international transfer of sensitive military and dual-use technologies.
· Staff and manage technology transfer requests in collaboration with Army organizations.
· Ensure compliance with all applicable export control policies and regulations.
· Apply expert knowledge of U.S. and DoD export control policies to real-world scenarios.
· Navigate and apply the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
· Understand and apply the DoD Technology Security and Foreign Disclosure process, including processing exceptions to the National Disclosure Policy (NDP).
· Leverage working knowledge of international export control regimes (e.g., Wassenaar Arrangement, MTCR, NSG, Australia Group).
· Provide strategic advice and support to Army stakeholders in developing policies and recommendations related to technology transfer.

This role focuses on providing expert-level support for U.S. Army international armaments cooperation efforts and strategic programs. This position is contingent upon contract award.
Key Responsibilities:
- Support the development, planning, dissemination, and interpretation of Department of Defense (DoD), Department of State (DoS), and Headquarters, Department of the Army (HQDA) policy and guidance related to international armaments cooperation.
- Provide subject matter expertise for key programs, including:
- Engineer and Scientist Exchange Program (ESEP)
- International Cooperative Research, Development, and Acquisition (ICRDA) Program
- Coalition Weapons Program (CWP)
- Oversee technical operations and engagements with coalition partners, Geographic Combatant Commands (GCCs), and other stakeholders to ensure effective program execution.
- Ensure program implementation aligns with existing policies and long-term strategic objectives for regional armaments cooperation.
